I did come across a redit forum suggesting in fifa18 in the career summary section you need to have a good number for player positioning, I'm always out of position so it's a feasible idea. We can’t stress enough that the international manager offer you will receive will be from your home country.

Created a scottish player, playin in Scottish premier, it took me 4 seasons with 88 overall to get a transfer. You should recieve some offers then. I was more than happy to play in the Mexican league instead of straight to big Euro clubs like in previous versions of FIFA, it was a nice change, but I do not want to play another season here and I find it quite hard to believe that NO ONE would make me an offer. The only one was to move to Turkish league, now I'm on the fifth season there, overall 91 and didn't received any offer yet. I'm currently playing a career that I started in Montpellier. It seriously ruins the game. Start or load a career save. I like playing in smaller teams and building up my character before transferring to a top-flight club to participate in the Premier League and UEFA Champions League.
I thought when they fix the skills move bug it would finally be playable but this... oh gosh. They removed Classic XI and have left offline gameplay in a state of despairLooks like everyone of us need to play in one club until retired.Still no fix.....2019 February.....EA please fix this!!!!!!Congratulations!

I hope this could solve your problem. best. I have been transfer listed for 3 trade windows and have not received a single offer to change clubs. The only emails we get in the inbox are you are ready to play or somebody is injured or even you made the national team or even a schedule for a game. 89 rated LF in the A league, manager accepts transfer offer but two transfer windows have gone past and nothing. Why would you let people waste their time playing a game that doesn't work?
