It persisted across user accounts and after a safe boot, so I went ahead and reinstalled the OS. (440,942 points) and the Xbox One is only a couple of weeks old.I'm not sure how to fix it but I am also having the same problem.

Interestingly, YouTube and Vimeo work fine, so it's not affecting all videos.So far, I have deleted the cache and rebooted, which didn't help.
