I saw in other threads that you have to use swiss money or troops, but we can't even claim it with Swiss Money because the claim option stays greyed out, no price and can't seem to send troops there. We're both in the Cold War era and our starting islands are completely full so we want to expand to other parts of the map, but can't seem to purchase outposts.
